Not a RP specific board, but as I suspected the LM-3S-21 will work with a decoder buddy: https://forum.mrhmag.com/post/ring-engineering-and-nixtrainz-13544362?trail=25

I've never used a decoder buddy, but based on my knowledge, this would be useful for scale trains installs since they have goofy programming where not all functions are accessible.

Yes they do. The manual with pin out is on the product page KPack posted in the opening post. Shortcut: https://www.ringengineering.com/RailPro/Documents/LM-3-21Instructions.pdf

Also note, the manual also makes mention of a Ring Engineering main board. This is to be able to use all 12 outputs. I imagine this is basically a Ring Engineering "Decoder Buddy" to amplify outputs 5 to 12 in the absence of a motherboard already in the locomotive.

I see that with the announcement of the LM-3S-21 at an MSRP of $140, Ring has also increased the MSRP of the older LM-3S to $120 USD.
