HC-2b Rev. 1.04 Cannot Connect

Jim, when you get that message, unplug the HC2 and plug it back in. You may have to do it more than once. I have had to do that multiple times in the past in order to get it to connect. However, since the implementation of the new Ring server, it doesn't happen as much.
The old RE internet download page on Ring's website has been removed along with the sign up page. I guess all the downloads are now coming through RPA.

I have tried everything I can think of and still cannot connect to the RailPro server. I have tried plugging in the USB cable with the HC on and off, I have rebooted my computer, even tried changing my email address in the RailPro Assistant set up hoping it would create a new account.
Is there a way to tell whether my computer recognized the HC? The connection box in RailPro Assistant says "USB" whether the HC is connected or not. It has never said "non connected" although there are words that say that and are greyed out.
Do I need some type of driver for my computer to recognize the HC? Is there someplace I can go in Windows 10 to see if the HC is connected?

Test your USB port with a flash drive to make sure the port is functional. The Greyed out "Not Connected" is normal when the controller is not plugged in. There are no special drivers required. Does the box near the top of RPA say "Internet Connected" in green?

Well there are but these get installed when you install RailPro Assistant.
Jim, just to make sure we're all on the same page, the two screen captures below outline RPA when the HC is detected and connected and when it isn't.
RPA with HC NOT detected (The HC might physically be connected to your pc but RPA can't see it.)
RPA with HC detected and connected.
If you get the second screen (which is sounds that you are not) then all I can really suggest is to keep trying and see what Tim Ring has to say.
If you get the first screen then read on. Firstly we have to determine a couple of things.
1. Are your running 32bit or 64bit Windows 10? (this can make a difference to the drivers)
2. Does your PC have USB 3 ports? (this definitely can make a difference).
First we'll check if Windows has even detected the HC. Please go to http://www.nirsoft.net/utils/usb_devices_view.html and download the appropriate version (x32 or x64, link is near the bottom of the page) of USB Device View. It is freeware and does not need to be installed; just unzip it and run it.
With your HC plugged in and turned on have a look for FT232R USB UART in the Device Name column, this should be your HC-2b (I am guessing that the HC-2b shows up the same as a HC-2). If it is not there then Windows is not seeing your HC.
If it is there it should look like this in USB Device View (the green "light " and green highlighting tell you that it is connected and turned on):
If it is there right click anywhere on the line that is your HC and select properties from the menu. I'd like you to take a screen capture (press ALT and Print Screen together). Paste the capture into MS Paint or similar, save it and post the image here.
If it is not there then we'll work on that when you get back to us.

The flash drive test is an easy one to check first. There are 3 USB ports on the laptop that I was using. I kept getting disconnected mid-file transfer. I switched to another port and the problem went away.
Also, if you have another USB cable with the same ends, try that to see of it is a cable problem.
