I have a 4x8 layout with 3 foot piece above it and now I have another 5x9 layout just wondering if I need to get another pwr-56 for the new layout

I would say you can use one PWR for both. Keep in mind that if you are running a multiple consist on one layout, and you move any of the locomotives  to the other layout without unlinking them, they will still be running in a consist via radio control.
