Steam Whistle Variation in looped file?

I have the railsounds hooter whistle installed in my engine and I noticed that if you do a short whistle that it sounds one way.  If you hold it longer, it starts to have variations.   Very nice effect.  Does anyone know how to do that on homemade looped files.  I would love to have some quilling with my steam and diesel whistle sounds.

There's no way to do that with RP's old format looped sounds. I haven't looked at how the ULT horn / whistle sounds are played but there's no provision for us to make ULT sounds anyway.
