ok, I did some testing and here is what I found:

When I first visited this page on my iPhone I could not open the attachment from the link above. I got a blank tab.
I tinkered a bit and realized that I had not logged into the forum on my phone.
Once I logged in, I was able to open the attachment in safari with no problem.

Thank you for figuring this out. I was already logged in, I tried it again and no joy. I then logged out and back in and I was able to get the file downloaded. When I clicked the file it opened as you would expect.
