It's nothing more than a DCC decoder tester, so you can configure and test the LM out of the model. Years ago not wanting to spend heaps on a commercial unit I built one out of stripboard. https://rpug.pdc.ca/index.php/topic,549.0.html

cheap and dirty: speaker in rattle can lid... this one has a socket for a specific decoder


here's one with enough lights to match all the lighting outputs:


here's a commercial one, but normally they have sockets for standard pinouts:
