Lighting issue

I have a IHC Premier steam loco, DCC ready.  I have an LM 3S installed.  No headlight or rear light, sound is good.  Any way to diagnose?, I am suspecting a problem with the common (blue) circuit.  Perhaps in the circuit board, I'm sure the RP is ok.

Jim, if there is an 8-pin socket in the tender, try reversing the plug from the LM.
